1934年、アメリカのニュージャージー州に生まれる。1955年ラトガース大学で農業科学の学位を取得後、インドの農村に６ヶ月滞在する。1959年、農務省に入省し、国際農業開発局長を務める。1974年、地球環境問題に取り組むワールドウォッチ研究所を設立、1984年に年次刊行物『地球白書』を創刊。2001年５月、アースポリシー研究所を創設して所長となる。
